Don't know if this is 4.0 or not. Can't tell from the info screen. But it did do an update from their online site.

You will not be able to restore your old settings from 3.0 because it won't allow it. So, I am guessing this is the pre-release of 4.0.

So far loaded same plugins as used in 3.0 and they seem to work.

Thanks eastoff, I was looking last night at their site for new software, I guess I miss this one, does still have the Blind scan in it?

The blindscan is still there. It looks identical to the old one. Persian Empire has the best blindscan that I have found so far.
