I was watching KTLA news this evening and noticed that there was glitching very similar to the Sundtek tuner on strong signal channels. Namely, a strong signal channel would glitch (KTLA), while other channels with the same signal strength (TVO and City) played perfectly.
Just an observation which makes me wonder if there is a ecm in the stream that might cause this.

My guess for you is signal interference, maybe from another satellite. I had to move my dish almost to 103W before I could get this mux, which could point to an interference issue, my poor dish system or both. My SNR is about 2db lower than yours, but I have a clear, glitch-free picture at the moment.

I can't get my solo2 to scan Ses 1 as it doesn't show up in the list of scanable sats even after I have it set up on tuner B. I also noticed that before a manual or blind scan, several of my c band sats are missing. Any ideas why? Almost seems as if my sat file is corrupted in some way.

Your sat file should be OK.
Post your settings file in etc/enigma2. Post this file ONLY if you have not connected to Facebook or any social media that requires a password using the Solo2. (May need to start a separate thread)

Same thing will happen if your satellites.xml file in etc/tuxbox Changes during an update. Be sure to keep up with the sat file that the receiver was set up with!
What about glitching on the 101 mux? Do you have any???

You can change the quality to db if you want to. The Solo2 will let you do that on most skins.

Depending on the skin, usually, system>extended system>osd settings>settings>swap snr in % with snr in db.
