S2/16APSK?

I just scanned in a horse racing feed on Galaxy3 at 95w and the info on the manhattan is s2/16apsk, what exactly are we dealing with here?
 
Found this on the subject, I did notice that the signal quality is quite glitch- anywhere from 0-65%:
